Board Members

Section 4713.02 of the Ohio Revised Code is the authority for the creation and appointment of the Ohio State Cosmetology and Barber Board. The Board meets monthly on the second Tuesday of the month unless otherwise noted. The provision provides for the creation of the State Cosmetology and Barber Board, consisting of thirteen members appointed by the governor, with the advice and consent of the senate:

  1. One individual holding a current, valid cosmetologist or cosmetology instructor license at the time of  appointment.
  2. Two individuals holding current, valid cosmetologist licenses and actively engaged in managing beauty salons for a period of not less than five years at the time of appointment.
  3. One individual who holds a current, valid independent contractor license at the time of appointment and practices a branch of cosmetology.
  4. One individual who represents individuals who teach the theory and practice of a branch of cosmetology at a vocational or career-technical school.
  5. One owner or executive actively engaged in the daily operations of a licensed school of cosmetology;
  6. One owner of at least five licensed salons.
  7. One individual who is either a certified nurse practitioner or clinical nurse specialist holding a current, valid license to practice nursing as an advanced practice registered nurse issued under Chapter 4723. of the Revised Code, or a physician authorized under Chapter 4731. of the Revised Code to practice medicine and surgery or osteopathic medicine and surgery;
  8. One individual representing the general public.
  9. One individual who holds a current, valid tanning permit and who has owned or managed a tanning facility for at least five years immediately preceding the individual's appointment.
  10. One individual who holds a current, valid esthetician license and who has been actively practicing esthetics for a period of not less than five years immediately preceding the individual's appointment.
  11. One individual who is an employer barber and who has been licensed as a barber in this state for at least five years immediately preceding the individual's appointment;
  12. One individual who holds a current, valid barber or barber teacher license at the time of appointment and who has been licensed as a barber or barber teacher in this state for at least five years immediately preceding the individual's appointment.

Thomas Taneff

Appointed by Governor John R. Kasich commencing November 1, 2018 representing the people of Ohio.

Thomas Taneff has been practicing law for over 20 years working in probate, estate planning, estate administration, and adoption services throughout his entire legal career.  Mr. Taneff is the principal of Thomas Taneff Co. LPA and former Franklin County Probate Court Magistrate. Mr. Taneff earned a Bachelor of Science from The Ohio State University in 1984 and his Juris Doctorate from Capital University Law School in 1987. He also completed a post-graduate program at the Harvard Law School in 1997. Mr. Taneff was admitted to the Ohio Bar in 1988.  Mr. Taneff practices in the areas of estates, probate, estate planning, guardianships, adoption, and surrogacy throughout the State of Ohio, including interstate and international adoptions.  Mr. Taneff is a recipient of the 2005 Congressional “Angels in Adoption” award for his commitment and dedication to improving the lives of children through his adoption work. Mr. Taneff has been a member of the Ohio State Board of Cosmetology since 2006, serving as the “Public Member” of the Board.

Luke Hanks

Appointed by Governor John R. Kasich commencing November 1, 2017 fulfilling the requirement for the Owner of a Private School of Cosmetology.

Lucas J. “Luke” Hanks is the General Manager of the Salon Schools Group, including Ohio State Schools of Cosmetology, Nationwide Beauty Academy, and The Spa School, and The Hair Experts Barber School of Central Ohio. A resident of Orient in Pickaway County, Luke holds a Bachelor’s Degree in Finance from Franklin University. Luke is a proud husband and father, and enjoys winter sports when not managing the school. Mr. Hanks began his career at Nationwide Insurance, starting as a claims representative and advancing to leadership at Nationwide Retirement Solutions, working to establish the Nationwide products for a variety of retirement systems for pension and 401(k) benefits. Mr. Hanks work at Nationwide complimented his finance degree and he was well known as a go to player for financial matters throughout the Central Ohio based insurance giant. Since 2008, Mr. Hanks has served as General Manager of Salon Schools Group, where he oversees the strategic business vision of the successful Central Ohio schools of cosmetology, and is involved with all decision making of Salon Schools Group, including staff and faculty training, staffing, regulatory compliance, and serves as its chief fiscal officer. Mr. Hanks has plunged into Cosmetology with both feet. He is very active with the Ohio Association of Private Schools of Cosmetology and spent much time and effort in 2012 assisting The Board with policy matters including sitting on the Board Task Force on Hair Braiding and Threading, The Ohio Cosmetology Futures Commission, and testified in favor of Board approved legislation before The Ohio General Assembly.

Clara Osterhage

Appointed by Governor John R. Kasich commencing December 4, 2014 fulfilling the requirement for the Owner of 5 or more salons.

Reappointed by Governor Mike DeWine beginning November 1, 2019.

Born and raised in Prospect, Ohio, Ms. Osterhage currently resides in Centerville, Ohio.  Ms. Osterhage holds a Bachelor’s and a Master’s degree in Social Work from the Ohio State University, as well as an MBA from Ashland University.  Having worked a number of years in healthcare both as an administrator and as a clinician, Ms. Osterhage is currently the owner of a number of hair salons.  Serving in her second appointed term on the Ohio State Cosmetology and Barber Board.  Ms. Osterhage is passionate about the cosmetology industry, the success of her staff, and their ability to reach goals and attain dreams.

Tasha Sheipline

Appointed by Governor John R. Kasich commencing November 1, 2017 fulfilling the requirement for an Instructor of a Career Technical School.

Appointed to The Board on March 15, 2013 by Governor John R. Kasich to represent Career Technical School Instructors, Tasha Sheipline of Wapakoneta, Ohio is a Managing Cosmetologist and Instructor at Apollo Career Center in Lima, Ohio. A certified school teacher, Tasha has been instructing students at Apollo since 2006. Previous to her tenure at Apollo Career Center, Mrs. Sheipline served as both a hair stylist and then Regional Education Manager for Fiesta Salons of Wapakoneta, Ohio. She held many positions focused on educating Cosmetology professionals; including continuing education coordination, offered tanning courses for licensed professionals, evaluated salons on overall efficiency, and developed course work and event planning. Tasha’s hands on salon and educational experience assisted her in her role as a Cosmetology Instructor at Apollo. She started as a substitute teacher and provided adult education classes in Cosmetology, before she became a full time instructor, preparing young people for careers in Cosmetology. She advises the school’s Skills USA team in for the annual competition. Tasha and her husband Tony live with their children in Wapakoneta. She is pursuing a Bachelor of Arts in Career Technical Education/ Career Based Intervention at The University of Toledo.

Jessica Price-Kovach

Appointed by Governor John R. Kasich commencing January 23, 2018 fulfilling the requirement for an Licensed Esthetician 

Reappointed by Governor Mike DeWine beginning December 30, 2021.

Ms. Price-Kovach has been a licensed Esthetician since January 6, 2012, obtaining her training in Esthetics at The Spa School in Columbus, Ohio.  Shortly after earning her license, Ms. Price-Kovach was employed at Massage Envy Spa where she became certified in additional esthetics techniques, eventually earning Esthetician of the Year for the Columbus Ohio Region.  In 2017, Ms. Price-Kovach became a Regional Esthetics Manager for Massage Envy, JLRW Group franchise in the central Ohio region, and more recently she was the 2017 Propel Award winner for Massage Envy.

Rowena Yeager

Appointed by Governor John R. Kasich commencing November 1, 2018 fulfilling the requirement for a person holding a valid cosmetologist license and actively engaged in managing beauty salons.

Ms. Yeager has over 30 years’ experience as a nationally renowned guest artist, business owner, and Artistic Director. In 2001, Ms. Yeager opened Studio Wish Salon now located in Twinsburg, Ohio. Ms. Yeager has won several Awards in her career, including “Best Educational Presentation” by the State Board of Cosmetology Indiana for her stage work with Graham Webb in 2001, “Small Business Person of the Year” by the Streetsboro Chamber of Commerce in 2005, as well as the PBA Spirit Award in 2007. Her salon has been named one of the #1 color salons in the Akron Canton area for 4 years, was pictured in Salon Today Magazine during the “Salon of the Year 2001” contest, and was awarded again in 2017 for the 9th time as a “Top 200 Salon” in Salon Today Magazine.

Necole Cumberlander

Appointed by Governor John R. Kasich commencing January 5, 2017 fulfilling the requirement for a Cosmetologist member.

Reappointed by Governor Mike DeWine beginning February 11, 2022.

After several years of educating nationwide, Ms. Cumberlander realized her dream to become co-owner of the award winning Noire et Blanc Salon and Spa with her husband. After 15 successful years, she parted from the salon business, but not after cementing her place within the industry. During Ms. Cumberlander's tenure as a salon owner, she became involved in the Professional Beauty Association, a national salon owners business association, where she is currently an active member and former president. Ms. Cumberlander and her husband have been owners of Paul Mitchell The School Cleveland since 2004 and Paul Mitchell The School Columbus since 2006.

Kenji Prince

Appointed by Governor John R. Kasich commencing February 15, 2018 fulfilling the requirement for an Open Employer Barber

Mr. Prince is the owner of Old Familiar Barber Shop in Columbus, Ohio.  After graduating from the Ohio State University in 2006, Mr. Prince attended The Hair Experts Barber School in Canal Winchester, Ohio in 2010.  In 2012, Mr. Prince opened the Old Familiar Barber Shop, which he describes as a boutique, destination experience.  Mr. Prince is committed to the serving the public, noting his greatest concern is public safety and strong sanitary standards.

Jennifer Wolfe, MSN, APRN, NP-C

Appointed by Governor John R. Kasich commencing March 14, 2018 fulfilling the requirement for a Certified Nurse Practitioner.

Ms. Wolfe began her career as a Congressional Legislative Aide in 1994, after earning a political science degree from The Ohio State University.   In 2000, she returned to Ohio to serve as a Special Assistant for Environment and Commerce in the office of Ohio Governor Bob Taft.  Following her government employment, Ms. Wolfe went back to nursing school and earned a BSN in 2008.   After working as a staff nurse at Riverside Methodist Hospital in Columbus, Ohio, Ms. Wolfe completed her Master of Science in Nursing, becoming a Certified Nurse Practitioner.  Ms. Wolfe is currently employed as an Assistant Professor at Mount Carmel College of Nursing and as a Women’s Health Nurse Practitioner at Mount Carmel St. Ann’s Hospital in Westerville, Ohio.

Kim Thomas

Appointed by Governor John R. Kasich commencing April 4, 2018 fulfilling the requirement for a Independent Contractor

Ms. Thomas is the owner of Christopher Amira Studio and Christopher Amira Academy. Ms. Thomas is also the co- founder of Change of Direction a non – profit organization that provides mentoring and emergency respite for displaced youth. Ms. Thomas has worked in the beauty industry for over 30 years, traveling globally as a National educator for John Paul Mitchell Systems. As a native of Cleveland, Ms. Thomas attended South High vocational school for cosmetology. In 2009, Ms. Thomas became an Emerging Entrepreneurs graduate of Baldwin Wallace College. 

In 2008, Governor Ted Strickland appointed Ms. Thomas to the State Board of Cosmetology. In 2018, Cleveland Mayor, Frank Jackson, appointed Ms. Thomas to the Cleveland/Cuyahoga County Workforce Development Board.

Ms. Thomas is also proud of her career recognitions and awards, including: 

  1. 2012, Loti Phi Lambda recognized Ms. Thomas as Business Women of the Year.
  2. 2012, selected as one of the 20 IP’s (Interesting Personalities) by Who’s Who publishing in Cleveland. 
  3. Voted as Who’s Who in Cleveland (2013-2018). 
  4. 2016, received the ‘Howard Metzenbaum Volunteer of The Year Award.’
  5. 2017, the City of Cleveland recognized Ms. Thomas as a Hometown Hero in 2017. 
  6. Salon Today Magazine voted Ms. Thomas as one of the “Top 200 Fastest Growing Salons” for two consecutive years.
